Central Program Management Unit of the Local Health Care for Disadvantaged Areas Sector Development Program
The "Investment Program for Strengthening Primary Healthcare Networks in Disadvantaged Areas" (Program) is funded by the Asian Development Bank (ADB) and implemented in 16 provinces: Tuyen Quang, Bac Giang, Phu Tho, Dien Bien, Lai Chau, Nghe An, Ha Tinh, Quang Nam, Phu Yen, Binh Thuan, Kon Tum, Gia Lai, Dak Nong, Binh Phuoc, Soc Trang, and Ca Mau.
The Program aims to enhance the capacity of primary healthcare facilities to achieve universal health coverage. It contributes to ensuring the adequate provision of essential healthcare services, medical examinations, and treatments for every citizen in the area. The services are provided in a comprehensive, continuous, coordinated, and closely integrated manner between prevention and treatment, among local health facilities, and with higher-level hospitals. This effort helps reduce the burden on upper-level hospitals and ensures equity and efficiency in protecting, caring for, and improving public health.
The Program consists of two components:

- Component I (funded by ADB loans): Investment in constructing, renovating, and upgrading infrastructure and supplying medical equipment for commune health stations.
- Component II (funded by ADB grants): Strengthening the capacity of the primary healthcare system to innovate the delivery of healthcare services, including (i) upgrading equipment for district-level facilities, (ii) enhancing the operational capacity of primary healthcare systems, and (iii) reforming financial mechanisms, human resources, and management.
Organizations responsible for implementing the Program:
The following organizations play relevant roles in organizing and managing the implementation of the Program:

- Ministry of Health: responsible for overall coordination and cooperation with the People's Committees of the provinces benefiting from the Program, as well as relevant ministries and agencies, to implement state management tasks for the Program as per regulations.
- Central Program Management Unit (CPMU): responsible for managing and operating the entire Program, conducting activities such as procurement of goods, hiring consultants, training, etc., supporting and supervising the Provincial Project Management Units (PPMU).
PPMU: responsible for managing and operating activities implemented by the Provincial Program Management Units, including basic construction, procurement of goods, training, communications, monitoring, etc., and cooperating with CPMU in executing activities assigned to CPMU.
The working, leave, and salary policies are in accordance with the current regulations of the Vietnamese government.
